GENERAL DESCRIPTION
Under the direction of the Environmental Services Financial Manager and Assistant Environmental Services Financial Manager, performs responsible professional accounting work on operating budgets and capital improvement projects with the East Baton Rouge Sewerage Commission (EBROSCO), Sanitation, and Stormwater for the Department of Environmental Services. Work involves the preparation of financial information, monthly reports, and special projects. Work is subject to review through discussion and observation of results obtained. Supervision may be exercised over lower level employees or may serve as lead worker in providing advice or assistance relative to professional accounting work. Performs other work as requested.

ESSENTIAL WORK TASKS
Analyzes financial information for the Comprehensive Sewerage Enterprise, Sanitation, and Stormwater programs in order to prepare detailed monthly reports on contracts by project and vendor, as well as the expenses incurred by each project. Prepares financial reports regarding the landfill; audits landfill tickets for accuracy; analyzes and reconciles landfill accounts. Prepares or audits invoices for the Comprehensive Sewerage Enterprise, Sanitation, and Stormwater funds, which requires a thorough knowledge of the contracts and pay items contained therein for each contract. Performs special projects as directed by the Environmental Services Financial Manager or Assistant Environmental Services Financial Manager. Performs financial analysis and accounting tasks for Sewer, Sanitation, and Stormwater projects. May assist with supervising or performing lead worker duties to employees in the Department of Environmental Services.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern principles, practices, and procedures of public financial administration with emphasis on accounting, auditing, and budgetary procedures. Knowledge of applicable federal, state, and local laws, ordinances, policies, and procedures. Knowledge of the financial aspects of the Sewer, Sanitation, and Stormwater programs. Knowledge of the operations, functions, policies, and procedures of the Department of Environmental Services. Knowledge of City-Parish purchasing and financial processing rules and regulations. Skill in the operation and care of a computer, calculator, and other office machines used in connection with accounting work. Ability to utilize the financial systems to extract financial data for analysis. Ability to supervise or lead lower level personnel. Ability to establish and maintain effective working relationships with others. Ability to express ideas effectively, both orally and in writing. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in accounting, finance, or a related field, and three years of experience in accounting.

SUBSTITUTIONS
CPA may substitute for one year of work experience; or any equivalent combination of education and experience.
